Thành ngữ chỉ tình trạng một số vùng hoặc nhóm người được ưu thế trong việc nắm giữ chức quyền hay làm tay sai, thuộc hạ trong bộ máy cai trị do hoàn cảnh lịch sử và quan hệ quyền lực. Thường dùng để nói về sự thiên lệch địa phương, nạn cậy thế và sự mất cân đối trong việc dùng người.

This saying refers to a historical situation in which people from certain regions dominated official posts or filled the ranks of attendants and enforcers because of political power and patronage.
